Step 1: Create a Google Developer account.

Step 2: Add a Merchant Account.

Step 3: Prepare the End User License Agreement (EULA) and Privacy Policy.

Step 4: Make sure the app complies with the Google Developer Policies.

Step 5: Creating the App on the Google Console.

=> Reach to All applications tab in the menu
=> Now select Create Application
=> Choose the app’s default language from the drop-down menu
=> Add a brief app description (you can change it later)
=> Tap on Create

Step 6: Fill in the information for the store listing.

Step 7: Set the package name and sign the app with the certificate.

Step 8: Upload app bundle or APK and Send for Review.
